If it is possible to load them on startup, it may be possible to bypass them on startup too. :)

Yes. But those information are very old and I don't have any installation CD. I even don't know which version of Visual Basic is installed. Repairing doesn't make sense. I tried to uninstall Visual Basic Language Pack (C:\BentleyDownloads\PreRequisite\VBAOF11I.MSI) and Visual Basic (C:\BentleyDownloads\PreRequisite\VBAOF11IMSI) and then reinstall them using the correct order. This doesn't solve the problem.
