As well as the Reference > Adjust Colors method suggested by Gerard, you could also create a display style that applied an override colour. If the display style is created in a DGNLIB that is available to your project (or whole company), it could be used in any section drawing. If this is a requirement for all future section drawings it would be worth creating you own Drawing Seeds for future Dynamic View cretaion.
