default.lay and default.trs should be located in the setting folder of your dataset. They are primarily used for the Quantify tool and will not affect how the program works even if they are missing. It appears that they are either missing or you are not reading a dataset which has the correct folders included. Do you have Building Template_US selected as your project? That's what the messages are suggesting and if not, then your configuration is directing the TFDIR_SETTING configuration variable to this location and it cannot be found. When you open the program, which Project is selected?
Also, the metadata folder in your dataset must have read/write privileges in order for Electrical to work properly.
