Try the following:
1. From internet explorer, Go to Control Panel>Internet Options>Connections>LAN Settings
2. If checked, Uncheck "Use a Proxy server for your LAN",and click "ok"Button.
3. Restart Internet Explorer.
Then try to reinstall AECOsim again. If you still having issues then perhaps it's better to do the Deployment option mentioned by Marc since using this method will allow you to install it without the need of an internet connection and hence no proxy settings will be required.
