Opening Drawing Files containing CV takes forever Ss6

We have some general arrangement drawings that take forever to open if they open at all. Setting MS_REF_NO_NO_CVE_LOAD = 1 helps dramatically and we can open the files. The problem to resync the view I need to change the variable back to = 0. This seems ludicrous that a variable needs to be changed in order to open a file. Please tell me there is a more efficient way of working with CV and has CONNECT rectified this problem.
