The label(1) is the one containing the roomnames .
The label2 contains the worldwide ID eg. "SE RO"
Thats the on we use for drawings ( annotating ). eg: "03 07 042"
But the in the IFC the customer wants the worldwide roomnames. Eg. "SE RO 03 07 042"
They also want to concat all data ObjectIDs with the worldwide ID.
Eg,
"SE RO + DoorID"( = IFC Object ID)
"SE RO + windowID"
And so on
