Surface creation of a tunnel in Microstation Descartes is not ideal as I believe the Tin mesh is one direction.
For example to create a topo ground, you drop a contours in a z direction is fine.
But what you could do in Descartes is create a centre line of the tunnel and push outwards draping it against the tunnel cloud wall . This would create a barrel of lines of the tunnel. Then select the top half of the barrel lines and create mesh from contours and the same for the bottom half of the tunnel. Now you can create mesh from points but its one direction and heavy.
Not ideal but do able. Remember more lines more detailed mesh.
Another issue will be the cloud. Most cloud have noise and you need to have clean this as draping a line on a can create spikes which you get with all contours.
But in this instance I would just draw using the cloud tools in Descartes where you can create a section along the path of the tunnel and create the object as the section moves the acs along the tunnel path. It's awesome.
But the best mesh creation software is 3dreshaper which can create 3d meshes and is a excellent tool for cleaning cloud for mesh creation.
Used it for lots of tunnels and you can creates profiles along the 3d path. It's very french.
